second, further refine the work plan. All localities should refine their work tasks according to the requirements of the special rectification work of the paper industry, and divide the tasks of elimination, shutdown, rectification and treatment within a time limit into areas and implement them to specific departments and people; Refine the working time limit, list the specific rectification schedule and work tasks, promote them on a daily basis and check them on a weekly basis; Refine work measures, establish an assessment and acceptance system, accept one that is qualified, and complete the assessment of one region

third, strengthen law enforcement. We should resolutely ban the closure of backward production capacity eliminated by the state, the local government should issue a ban on closure notice according to law, the relevant departments should cut off water and power, cancel or revoke their production licenses and business licenses according to law, and enterprises should dismantle and destroy production equipment on the spot. Resolutely stop production and rectify pulp production lines without alkali recovery devices or papermaking enterprises that seriously exceed the standard. We will resolutely deal with paper-making enterprises that cannot stably meet the standards or exceed the total discharge within a time limit

fourth, implement it practically. For those who fail to implement the national regulations and fail to issue the closure notice for the legally banned enterprises, the relevant leaders of the government shall be investigated for administration in accordance with the law and regulations; If the number of paper-making enterprises within the jurisdiction is unclear, and the paper-making enterprises that illegally discharge pollutants have not taken corresponding administrative punishment measures, the administrative punishment of relevant personnel of the environmental protection department shall be investigated. Fifth, strengthen supervision and establish and improve the post supervision system. Strictly investigate, form a long-term mechanism for environmental management of paper enterprises, and promote the optimization and upgrading of industrial structure

in the process of pollution control in the Huaihe River Basin in 1995, Shandong Province took the lead in proposing to shut down small paper-making enterprises below 5000 tons, and in 1997 proposed to shut down straw pulp production lines below 10000 tons in the province. In 2001, the provincial government issued a special document requiring the shutdown of straw pulp production lines of less than 20000 tons. In 2004, it proposed the shutdown of straw pulp production lines of less than 50000 tons that could not stably meet the discharge standard

after several years of structural adjustment, there are currently 278 paper-making enterprises above Designated Size in Shandong Province, with a production capacity of 15million tons. Straw pulp and paper enterprises in the province have been shut down from more than 600 to less than 30 at present. Qingdao, Zaozhuang, Tai'an, Weihai and Binzhou all closed their straw pulp production lines. Shouguang headquarters of Chenming Group, the country's largest paper-making enterprise, has also shut down all straw pulp production lines. The raw material structure of the papermaking industry in the province has been adjusted from the original proportion of straw pulp, waste pulp and wood pulp of 7:2:1 to 1.5:5:3.5. The total COD emission of the papermaking industry has been reduced from 304800 tons in 2000 to 147100 tons in 2006, accounting for 59.6% of the total industrial COD emission of the province to 49.57%
