Paper industry: forced closure of substandard small factories, industry warming

from the current situation, the price of coniferous pulp in the international market was still strong in the second half of 2007. Although the price of broad-leaved pulp would not be as strong as the price of coniferous pulp, the possibility of a sharp decline was also small. Domestic wood pulp prices are also under upward pressure due to the impact of rising wood prices and the increased demand for alternative straw pulp. The cost of straw pulp has decreased due to the reduction of demand for wheat straw due to environmental constraints

since 2007, the price trend of cultural paper has been the best, and it is likely to continue to rise in the second half of the year. Paper prices have been rising since April. At present, they are steadily rising and have the potential to continue to rise. The price of white cardboard has increased significantly in the past two months. The price of coated paper has stabilized in the near future, and there is a possibility of a slight increase. The price of kraft linerboard is stable or slightly declining, and the market pressure tends to increase

if all parts of the country can implement it in strict accordance with the requirements of the national environmental protection department, the process of industry warming will be further accelerated

key points of investment:

in the last two months of 2007, the international wood pulp price remained strong. In August, in addition to the slight rise in the price of coniferous pulp, the price of broad-leaved pulp also rebounded to a certain extent, and the expected decline in the price of broad-leaved pulp may be difficult to achieve. In August, the actual import of No. 8 waste paper in the United States has been around us $184/ton, and the price is likely to hover high throughout the year

due to the increasing pressure of domestic environmental protection and the closure of many small paper mills that fail to meet environmental protection standards, the price of cultural paper has continued to rise this year. Cultural paper mainly includes books and periodicals printing, textbooks for students in the United States, homework books and office paper. The price has increased by about yuan/ton since the beginning of the year, with a range of about 8%. Paper has been gradually accepted by the market since the price increase in April, and it is still stable in June, July and August. They are rising like seedlings pressed by stones. The price of paper in some regions has been close to 4900 yuan/ton, up about 250 yuan/ton since April, with a range of about 6%. White cardboard has continued its slow rise since the second half of 2006, but the rise has accelerated in the past two months, with an increase of about 5% since the beginning of the year. The price of kraft linerboard has declined steadily or slightly since the beginning of the year, and the market pressure is increasing

the enterprises that benefited from closing the production capacity that did not meet the environmental protection standards were ranked as follows according to the degree of impact (the proportion of medium and low-end cultural paper in the whole product): Meili Paper (19.25,0.49,2.61%), Yinge investment (13.92,0.92,7.08%), Yueyang Paper (29.21,0.00,0.00%), Bohui paper (14.34,1.30,9.97%), sun paper, Huatai Co., Ltd. (30.47,0.40,1.33%), Chenming Paper (12.47,0.37,3.06%). However, according to the latest production capacity ranking of the whole cultural paper, Chenming is as high as 1million tons, Taiyang is 500000 tons, Yuezhi and Huatai are both 400000 tons

the deployment of the national environmental protection administration

the deployment of the State Environmental Protection Administration

the State Environmental Protection Administration recently held a special supervision Video Conference on emission reduction and environmental protection in the national paper industry in Beijing. The conference stressed that governments, departments and enterprises at all levels should work together to deepen the implementation of various pollution reduction policies and measures, carry out special rectification and supervision of the national paper industry, and jointly promote the structural adjustment and pollution reduction of the paper industry

the meeting first briefed on the basic situation of national major pollutant emission reduction in the first half of 2007. Since the beginning of this year, under the careful deployment and unified leadership of the Party Central Committee and the State Council, all parts of the country have taken positive actions and paid close attention to the implementation, and positive progress has been made in energy conservation and emission reduction. But we must be sober to see that the situation of pollution reduction is still very serious. The adjustment of industrial structure in major polluting industries has made slow progress, the elimination of backward production capacity has made slow progress, and the expansion trend of high energy consumption and high pollution industries has not been completely curbed. In particular, the total emission of pollutants in the paper industry remains high, and controlling the COD emission of the paper industry has become the key point of the national industrial COD emission reduction. At present and in the future, we must focus on the emission reduction of papermaking enterprises, actively promote structural adjustment and cleaner production, vigorously develop the circular economy, eliminate backward production capacity on schedule, achieve the goal of increasing production and reducing pollution in the papermaking industry, and make contributions to the completion of the emission reduction tasks of the eleventh five year plan

the meeting put forward clear requirements for the automatic constant temperature construction of the objectives and work measures of the special supervision of the paper industry. Since 2000, the State Environmental Protection Administration has cooperated with relevant departments to carry out special actions to crack down on illegal sewage discharge enterprises for many times to clean up and ban paper-making enterprises that do not conform to the national industrial policy. However, due to the poor implementation of eliminating backward production capacity, enterprises waiting to wait and see and blindly expanding production, the phenomenon of environmental violations in the paper industry is still quite serious. In order to ensure the completion of the key tasks of this year's environmental protection special action, all localities should concentrate on a comprehensive supervision of the special rectification work of the paper industry in the previous stage, and focus on the following work:

first, further find out the bottom line. All localities should earnestly strengthen the special inspection and supervision of the paper industry, and effectively grasp the base number of paper-making enterprises within their jurisdiction. All provincial environmental protection departments should check the implementation of administrative punishment measures for enterprises that have been banned and closed, stopped production for rectification and treatment within a time limit, carefully review the data, and submit a special supervision report on the paper industry before August 31 this year

second, further refine the work plan. All localities should refine their work tasks according to the requirements of the special rectification work of the paper industry, and divide the tasks of elimination, shutdown, rectification and treatment within a time limit into areas and implement them to specific departments and people; Refine the working time limit, list the specific rectification schedule and work tasks, promote them on a daily basis and check them on a weekly basis; Refine work measures, establish an assessment and acceptance system, accept one that is qualified, and complete the assessment of one region

third, strengthen law enforcement. We should resolutely ban the closure of backward production capacity eliminated by the state, the local government should issue a ban on closure notice according to law, the relevant departments should cut off water and power, cancel or revoke their production licenses and business licenses according to law, and enterprises should dismantle and destroy production equipment on the spot. Resolutely stop production and rectify pulp production lines without alkali recovery devices or papermaking enterprises that seriously exceed the standard. We will resolutely deal with paper-making enterprises that cannot stably meet the standards or exceed the total discharge within a time limit

fourth, implement it practically. For those who fail to implement the national regulations and fail to issue the closure notice for the legally banned enterprises, the relevant leaders of the government shall be investigated for administration in accordance with the law and regulations; If the number of paper-making enterprises within the jurisdiction is unclear, and the paper-making enterprises that illegally discharge pollutants have not taken corresponding administrative punishment measures, the administrative punishment of relevant personnel of the environmental protection department shall be investigated. Fifth, strengthen supervision and establish and improve the post supervision system. Strictly investigate, form a long-term mechanism for environmental management of paper enterprises, and promote the optimization and upgrading of industrial structure

five cities in Shandong shut down all straw pulp production lines

although the output and efficiency of Shandong Province have ranked first in the country for many years, making an important contribution to the economic development of Shandong, it has also caused serious pollution to the environment. The discharge of papermaking wastewater and COD is still large, accounting for half of the industrial COD discharge, and the pollution of straw pulp production line is particularly serious

in the process of pollution control in the Huaihe River Basin in 1995, Shandong Province took the lead in proposing to shut down small paper-making enterprises below 5000 tons, and in 1997 proposed to shut down straw pulp production lines below 10000 tons in the province. In 2001, the provincial government issued a special document requiring the shutdown of straw pulp production lines of less than 20000 tons. In 2004, it proposed the shutdown of straw pulp production lines of less than 50000 tons that could not stably meet the discharge standard

after several years of structural adjustment, there are currently 278 paper-making enterprises above Designated Size in Shandong Province, with a production capacity of 15million tons. Straw pulp and paper enterprises in the province have been shut down from more than 600 to less than 30 at present. Qingdao, Zaozhuang, Tai'an, Weihai and Binzhou all closed their straw pulp production lines. Shouguang headquarters of Chenming Group, the country's largest paper-making enterprise, has also shut down all straw pulp production lines. The raw material structure of the papermaking industry in the province has been adjusted from the original proportion of straw pulp, waste pulp and wood pulp of 7:2:1 to 1.5:5:3.5. The total COD emission of the papermaking industry has been reduced from 304800 tons in 2000 to 147100 tons in 2006, accounting for 59.6% of the total industrial COD emission of the province to 49.57%

judging from the situation of Bohui, Yueyang, Taiyang and Meili Paper, which have published the 2007 semi annual report, the gross profit level of cultural paper in the first half of the year is not increasing, but decreasing. In addition to the rising price of raw materials, the important reason is that wood pulp gradually replaces straw pulp, which increases the cost (due to the pressure of environmental protection, straw pulp is gradually replaced by wood pulp)
